The purpose of the Draft Watershed-Based Resource Management Strategy (WBRMS) is to assist the Ganaraska Region Conservation Authority (GRCA) with developing and enhancing the delivery of programs and services supporting mandatory (Category 1) programs in service of municipal partners and the broader watershed community.
As part of this Strategy, the GRCA drafted guiding principles and objectives to inform the progression of programs and services, including a summary of information the GRCA relies on to directly inform and support program and service delivery, and identified any issues and risks which may limit effective delivery of Category 1 programs and services, including actions to address such risks.
Public Consultation
The draft strategy was received by the GRCA Board in September and public input and comment will include an online survey and a call for written comments. Following public consultation, a final WBRMS will be presented November 28, 2024, to the Board of Directors for consideration.
Online Survey Now Closed
While the survey closed on November 18, 2024, the GRCA still welcomes any input and feedback from the community. Written comments can be submitted to info@grca.on.ca. The WBRMS will be reviewed and updated internally by GRCA staff on a regular basis so that it remains a current working document for staff. Additional opportunities for public input will occur as well to inform and future updates.
Strategy Background
In December 2020, changes to the Conservation Authorities Act resulted in the introduction of mandatory programs and services which are to be delivered by all conservation authorities. Ontario Regulation 686/21, specifically subsection 12(1 ), paragraph 3, outlines that all conservation authorities must complete a Watershed-Based Resource Management Strategy (WBRMS).
